ENVIRONMENTAL AND OTHER SERVICES

The Memorandum of Understanding between the Government of Lao P.D.R. and the Joint Venture of VELCAN ENERGY and ECI (Electrical Construction and Installation State Enterprise) has joined venture to develop a hydropower project, 35 MW located in the Nam Phouan River, Hom District, Vientiane Province, Lao PDR. The project plan is to supply the power generation for domestic demand.

The Environmental and Social Impact Assessment (ESIA) have been carried out to identify environmental impacts, to assure that the project will be environmentally feasible ensuring effective implementation of mitigation, management and monitoring measures.


Nam Ngiep 2 Hydropower Project, Environmental Due Diligence

Eneco Energy Trading BV wishes to purchase Certified Emission Reductions (carbon credits) generated from the CDM project known as Nam Ngiep 2 Hydropower project, in Xieng Khouang Province in Lao PDR. LEM Consultants provide individual consultant to join the study to undertake a rapid environmental and social due diligence of the Nam Ngiep 2 HPP. Now the project is under construction.


Xekatam Hydropower Project KANSAI

Electric Power Co., INC. is the developer of Xekatam Hydroelectric Power Project. The installed capacity of Project is 61 MW located in the Xekatam River, Paksong District, Champasak Province, southern part of Lao PDR. The main dam site will create a reservoir area of about 7.6 km2 and the paddy filed of the local villagers will be inundated.



The Hanoi Construction Investment Trading and Technology Joint Stock Company, the Vietnamese developer of Nam Mo Hydroelectric Power Project conducted a series of environmental and social impact assessment studies in 2010. The project located in and around the Nam Mo River, Mok District, Xieng Khouang province, Lao PDR. The Nam Mo Hydroelectric Power Project, 120 MW is being developed to export electricity to Vietnam.

The scope of the EIA of the Nam Mo project covered main items as follows:

  1. Identify potential environmental impacts based on the information obtained on the proposed project and the baseline environmental conditions of the study area,
  2. Estimate the magnitudes of environmental impacts and assess the significance of impacts.
  3. Recommend environmental impact mitigation measures and estimate the mitigation costs including the Environmental One village identified to have the potential impact on their asset, land use and livelihood.

Nam Theun 1 Hydropower Project,( NT1 HPP), Malaysian developer, installed capacity of 474 MW is located in Bolikhamxay Province in central Lao PDR. The proposed dam site is on the Nam Kading, about 33 km upstream from its confluence with the Mekong. The proposed full supply level (FSL) of 292 masl will create the reservoir area of approximately 100 kmĀ². Thirteen villages are conducted for the Population Registration and Asset Assessment in the thirteen villages in Viengthong district, six is totally inundated and seven is partially inundated. The designated FSL 292 masl is applied to assess the agricultural land, village land area and asset in the affected villages


Coal mining at Gnot Ou District, Phongsaly Province

The concession area is 1,496 ha. The Chinese developer, Luithing Lan Xang Construction Co., Ltd. got the concession area of 1,496 ha under the investment license issued by Lao government dated 30/05/2004. The coal was exported to China starting the operation in 2005. According the new EIA regulation 2010, and the environment management plan (EMP) has just been finished in 2012 with approval of Ministry of Natural Resources and Environment ( MoNRE).
